Bulk waste items such as furniture, appliances, and the like will be collected as a special pick-up. Bulk items must be placed at the curb for collection. Call Public Works at 369-6045 to be put on the collection list. Special pick-ups are typically handled on Mondays and Fridays. This is a free service of the Town. Each fall, the Town provides bulk leaf collection to its citizens. The Town is divided into areas and each area is serviced on alternating weeks. Residents are asked to follow these simple rules when raking leaves:
Once the crew has passed a particular house or block, they will not return until the next scheduled time. To receive leaf collection at times other than when scheduled, residents may put leaves in plastic bags. Brush is not collected during fall leaf collection. We make every effort to stick to the printed schedule. However, weather or other factors may cause us to deviate from the schedule. We will collect an entire area before moving to the next one. The Town began implementation of the new trash collection system during the month of February 2005. Initially your day of collection will be the same. As our personnel become more accustomed to the new equipment we will begin to consolidate the routes. You will receive plenty of advance notice before this happens. Eventually, we hope to pick up all the residential and business trash in three days. On collection day, residents wheel the specially designed containers to the curbside or designated location for collection. The Town will empty the container using a truck equipped with an automated arm, which will grasp and quickly empty the container into the truck, and return the container to it's original position without the operator leaving the cab. Please help us by following these few simple rules. Keep Altavista clean and litter free. Council voted in July 2004 to make some significant changes to the Town code by adding a new section that is designed specifically to control grass and weeds. All property in Altavista is required to keep the grass cut. Sections 62-151, Weed Control, of the Town Code states that all property in Town must have grass, weeds, and other growth cut. This ordinance is enforced all year long. The Town will send violation notices to those property owners who are not in compliance of this ordinance. If the Town notifies you that you are in violation of this ordinance you will have five calendar days to abate the nuisance. Should the grass not be cut, the Town will have the property cut and you will be billed for the cost of the mowing in addition to an administrative fee of $75.00. Please help keep our Town looking nice by keeping the grass cut on your property. If you are aware of property in your neighborhood that appears to be in violation of this ordinance, please contact the Zoning Administrator at Town Hall. Grass Clippings must be bagged and placed in your garbage container or a special pick-up needs to be scheduled. The Town will collect one truckload of brush per month free of charge. Residents will be billed $25 per load for all additional loads. PLEASE NOTE: The Town will not collect brush or grass clippings cut by private contractors. If someone other than the property owner cuts the brush or mows a citizen's lawn, the Town will not collect it. The contractor must properly dispose of the brush and/or clippings. Burning of brush, except when clearing a lot, is prohibited in the Town of Altavista. Prior to any burning, a burn permit must be obtained at Town Hall. The Town owns and operates Green Hill Cemetery. Green Hill Cemetery is located at the end of Westwood Drive. Grave spaces are sold at Town Hall and are sold in groups of two. The cemetery is divided into sections, and there are restrictions as to the types of grave markers that can be used in each section. A complete copy of the regulations may be obtained at Town Hall. The Staunton River Memorial Library is located at 500 Washington Street. The library is a part of the Campbell County library system, which also includes branches in Rustburg, Brookneal, and the Brookville-Timberlake area. The library has a beautiful children’s section, which offers wonderful programs for preschool and toddler ages. Our young adult room is designed to cater to our teens. Two tutorial rooms are available to the public as well as a conference room The library has fiction and non-fiction books, a reference area, genealogy section, periodicals, books on tape and CD, videos, paperback books and large-print materials. Borrowing privileges are free. Additional services offered are photocopies, fax services, notary services, tax forms, interlibrary loans, public computers and computer training, book clubs for adults and children and so much more. For more information, contact the library staff at 369-5140. Business: Anyone wishing to operate a business in Altavista must obtain a business license. Licenses may be obtained at Town Hall during regular business hours. Licenses expire at the end of each year. For existing businesses, renewal applications are mailed out in January and must be returned with the license fee no later than March 1. All new businesses must obtain a license prior to opening. Certain types of businesses may be operated out of your home. However, there are zoning restrictions in place and not all business activities are allowed in residential zones. Please contact the Zoning Administrator at Town Hall (369-5001) to ensure that you are in compliance with all applicable zoning regulations. Dog: Licenses are required for all dogs at least four months of age and must be renewed annually. They may be obtained at the Campbell County Treasurer’s Office for $3.00 with the presentation of a valid rabies certificate. Duplicate tags cost $1.00 each. Hunting: Hunting and fishing licenses can be obtained from the Circuit Court Clerk’s office and from sporting goods stores, hardware stores, and other retailers throughout Campbell County. Marriage: Marriage licenses are issued by the office of the Circuit Court Clerk of Campbell County. The Clerk’s office is located in the Campbell County Courthouse in Rustburg. Both parties must be 18 years of age. If between 16 and 18 years of age, an applicant must be accompanied by a parent and must furnish a birth certificate. If divorced, a party must have a certified copy of the divorce decree. Both parties must be present. The fee is $30.00 for a marriage license, which is valid for 30 days. IS $20.00. All other building projects require a building permit from Campbell County. Before you may obtain a building permit, you must first obtain a zoning permit from the Town. Applications are available at Town Hall. There is a $20.00 charge for zoning permits. Zoning permits are necessary to ensure the construction conforms to all zoning ordinances. Building permits are issued by the Building Inspections Department in Rustburg. For basic projects, building permit applications may also be filled out at Town Hall; however, the Uniform Statewide Building Code (USBC) requires plans to be filed for certain projects. Projects requiring plans must be handled by the building official directly in Rustburg. In addition, the master tradesmen must sign electrical, plumbing or mechanical applications before permits are issued. These requirements protect the property owners, their family and neighbors from the effects of repairs or additions that violate building and zoning codes and constitute a potential threat to life and property. The Town of Altavista has a sign ordinance, which regulates the number, size, and types of signs that may be put in town. Signs are important for identification purposes and to give people information. Unfortunately, signs can also clutter the appearance in town and potentially be a distraction to others. It is important to strike a balance between these two needs. The sign ordinance was developed by the Planning Commission and the Town Council. The Town of Altavista works around the clock during snow events to clear the roads of snow and make them as safe as possible. There are designated snow emergency routes on the major streets in Town. These streets are plowed first and then all of the residential and side streets and alleys are plowed. Parking is prohibited on snow emergency routes during inclement weather. Vehicles are subject to being towed. Help us help you by keeping vehicles off of the street when snow is forecasted so we have better access to plowing. This will allow us to get the streets open in a more timely fashion. We make every effort to collect garbage on our regular schedule when it snows. However, the safety of our employees and equipment is our first concern. If we are not able to collect trash on your scheduled day due to inclement weather, we will collect it the following day. Assessments for all taxes are the responsibility of the Campbell County Commissioner of the Revenue. The Commissioner’s office is located in Rustburg in the Haberer Building. Information regarding property ownership, transfer of ownership, correct mailing address, etc. should be kept current with the Commissioner of Revenue. Taxes are assessed on all property owned as of January 1 of each year. Registration The Campbell County Registrar’s Office handles voter registration for Altavista and the rest of the County. Their office is located in Rustburg. You may register to vote at the Registrar’s Office or at the DMV Office in the Town and Country Shopping Center on Main Street in Altavista. You must be registered at least 30 days prior to the election in order to vote in that election. Call the Registrar’s Office at 592-9579 for more information. The voting location for all of Altavista is the Altavista Elementary School located on Lynch Mill Road. Weekend
Truck Residents who have large amounts of items to dispose of may request the use of a weekend truck. Subject to availability, the Department of Public Works will park a dump truck on your property on Friday afternoon for you to fill up with items to be taken to the landfill. The truck will be picked up on Monday morning. For additional information regarding fees or availability, call Public Works at 369-6045. Before your scheduled weekend and before the truck will be delivered, you must sign a release form at Town Hall. The Town of Altavista has implemented a Drop-Off Recycling Program. The Drop-Off Center is located at the Altavista Commons Shopping Center next to the WalMart SuperCenter. The Drop-Off Recycling Center is open to area residents 24 hours a day, 7 days a week and will accept recyclable materials including newspaper, magazines, mixed paper, catalogs, aluminum cans, plastic containers (#1-7), food boxes, and corrugated cardboard.
